Westminster Shorter Catechism
Q. 20 Did God leave all mankind to perish in the estate of sin and misery?
A. God having, out of his mere good pleasure, from all eternity, elected some to everlasting life,[k] did enter into a covenant of grace, to deliver them out of the estate of sin and misery, and to bring them into an estate of salvation by a Redeemer.[l]

[k] Ephesians 1:4 — According as he hath chosen us in him before the foundation of the world, that we should be holy and without blame before him in love.

[l] Romans 3:20-22 — Therefore by the deeds of the law there shall no flesh be justified in his sight: for by the law is the knowledge of sin. Ver.21 But now the righteousness of God without the law is manifested, being witnessed by the law and the prophets; Ver.22 Even the righteousness of God which is by faith of Jesus Christ unto all and upon all them that believe: for there is no difference.
Galatians 3:21,22 —
Is the law then against the promises of God? God forbid: for if there had been a law given which could have given life, verily righteousness should have been by the law. Ver.22 But the scripture hath concluded all under sin, that the promise by faith of Jesus Christ might be given to them that believe.

Doth God leave all mankind to perish in the estate of sin and misery?
A. God doth not leave all men to perish in the estate of sin and misery,[p] into which they fell by the breach of the first covenant, commonly called the covenant of works;[q] but of his mere love and mercy delivereth his elect out of it, and bringeth them into an estate of salvation by the second covenant, commonly called the covenant of grace.[r]

[p] 1 Thessalonians 5:9 — For God hath not appointed us to wrath, but to obtain salvation by our Lord Jesus Christ.

[q] Galatians 3:10, 12 — For as many as are of the works of the law are under the curse: for it is written, Cursed is every one that continueth not in all things which are written in the book of the law to do them. Ver.12 And the law is not of faith: but, The man that doeth them shall live in them.

[r] Titus 3:4-7 — But after that the kindness and love of God our Saviour toward man appeared, Ver.5 Not by works of righteousness which we have done, but according to his mercy he saved us, by the washing of regeneration, and renewing of the Holy Ghost; Ver.6 Which he shed on us abundantly through Jesus Christ our Saviour; Ver.7 That being justified by his grace, we should be made heirs according to the hope of eternal life.

Man, by his fall, having made himself incapable of life by that covenant, the Lord was pleased to make a second,[e] commonly called the covenant of grace; wherein He freely offers unto sinners life and salvation by Jesus Christ; requiring of them faith in Him, that they may be saved,[f] and promising to give unto all those that are ordained unto eternal life His Holy Spirit, to make them willing, and able to believe.[g]

3:11 — But that no man is justified by the law in the sight of God, it is evident: for, The just shall live by faith.

Q. 31
With whom was the covenant of grace made?
A. The covenant of grace was made with Christ as the second Adam, and in him with all the elect as his seed.[s]

[s] Galatians 3:16 — Now to Abraham and his seed were the promises made. He saith not, And to seeds, as of many; but as of one, And to thy seed, which is Christ.
Romans 5:15 to the end
— But not as the offence, so also is the free gift. For if through the offence of one many be dead, much more the grace of God, and the gift by grace, which is by one man, Jesus Christ, hath abounded unto many. Ver.16 And not as it was by one that sinned, so is the gift: for the judgment was by one to condemnation, but the free gift is of many offences unto justification. Ver.17 For if by one man's offence death reigned by one; much more they which receive abundance of grace and of the gift of righteousness shall reign in life by one, Jesus Christ.) Ver.18 Therefore as by the offence of one judgment came upon all men to condemnation; even so by the righteousness of one the free gift came upon all men unto justification of life. Ver.19 For as by one man's disobedience many were made sinners, so by the obedience of one shall many be made righteous. Ver.20 Moreover the law entered, that the offence might abound. But where sin abounded, grace did much more abound: Ver.21 That as sin hath reigned unto death, even so might grace reign through righteousness unto eternal life by Jesus Christ our Lord.
Isaiah 53:10-11
— Yet it pleased the LORD to bruise him; he hath put him to grief: when thou shalt make his soul an offering for sin, he shall see his seed, he shall prolong his days, and the pleasure of the LORD shall prosper in his hand. Ver.11 He shall see of the travail of his soul, and shall be satisfied: by his knowledge shall my righteous servant justify many; for he shall bear their iniquities.
