Westminster Confession of Faith
Chapter 10
I.
All those whom God hath predestinated unto life, and those only, He is pleased, in His appointed time, effectually to call [a], by His Word and Spirit [b], out of that state of sin and death, in which they are by nature to grace and salvation, by Jesus Christ [c]; enlightening their minds spiritually and savingly to understand the things of God [d], taking away their heart of stone, and giving unto them an heart of flesh [e]; renewing their wills, and, by His almighty power, determining them to that which is good [f], and effectually drawing them to Jesus Christ [g]: yet so, as they come most freely, being made willing by His grace [h].

[a] Romans 8:30 Moreover whom he did predestinate, them he also called: and whom he called, them he also justified: and whom he justified, them he also glorified.

What then? Israel hath not obtained that which he seeketh for; but the election hath obtained it, and the rest were blinded.

1:10 That in the dispensation of the fulness of times he might gather together in one all things in Christ, both which are in heaven, and which are on earth; even in him: Ver.11 In whom also we have obtained an inheritance, being predestinated according to the purpose of him who worketh all things after the counsel of his own will.

2 Corinthians
3:3 Forasmuch as ye are manifestly declared to be the epistle of Christ ministered by us, written not with ink, but with the Spirit of the living God; not in tables of stone, but in fleshy tables of the heart. Ver.6 Who also hath made us able ministers of the new testament; not of the letter, but of the spirit: for the letter killeth, but the spirit giveth life.

[c] Romans 8:2 For the law of the Spirit of life in Christ Jesus hath made me free from the law of sin and death.

2:1 And you hath he quickened, who were dead in trespasses and sins; Ver.2 Wherein in time past ye walked according to the course of this world, according to the prince of the power of the air, the spirit that now worketh in the children of disobedience: Ver.3 Among whom also we all had our conversation in times past in the lusts of our flesh, fulfilling the desires of the flesh and of the mind; and were by nature the children of wrath, even as others. Ver.4 But God, who is rich in mercy, for his great love wherewith he loved us, Ver.5 Even when we were dead in sins, hath quickened us together with Christ, (by grace ye are saved).
2 Timothy
1:9 Who hath saved us, and called us with an holy calling, not according to our works, but according to his own purpose and grace, which was given us in Christ Jesus before the world began, Ver.10 But is now made manifest by the appearing of our Saviour Jesus Christ, who hath abolished death, and hath brought life and immortality to light through the gospel.

[d] Acts 26:18 To open their eyes, and to turn them from darkness to light, and from the power of Satan unto God, that they may receive forgiveness of sins, and inheritance among them which are sanctified by faith that is in me.
1 Corinthians
2:10 But God hath revealed them unto us by his Spirit: for the Spirit searcheth all things, yea, the deep things of God. Ver.12 Now we have received, not the spirit of the world, but the spirit which is of God; that we might know the things that are freely given to us of God.
Ephesians
1:17 That the God of our Lord Jesus Christ, the Father of glory, may give unto you the spirit of wisdom and revelation in the knowledge of him: Ver.18 The eyes of your understanding being enlightened; that ye may know what is the hope of his calling, and what the riches of the glory of his inheritance in the saints.

[e] Ezekiel 36:26 A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.

[f] Ezekiel 11:19 And I will give them one heart, and I will put a new spirit within you; and I will take the stony heart out of their flesh, and will give them an heart of flesh.
Philippians 2:13
For it is God which worketh in you both to will and to do of his good pleasure.

Q68. Are the elect only effectually called?
A. All the elect, and they only, are effectually called [p]: although others may be, and often are, outwardly called by the ministry of the Word [q], and have some common operations of the Spirit [r]; who, for their wilful neglect and contempt of the grace offered to them, being justly left in their unbelief, do never truly come to Jesus Christ [s].

[p] Acts 13:48 And when the Gentiles heard this, they were glad, and glorified the word of the Lord: and as many as were ordained to eternal life believed.

[q] Matthew 22:14 For many are called, but few are chosen.

[r] Matthew 7:22 Many will say to me in that day, Lord, Lord, have we not prophesied in thy name? and in thy name have cast out devils? and in thy name done many wonderful works?

Acts 28:25-27 And when they agreed not among themselves, they departed, after that Paul had spoken one word, Well spake the Holy Ghost by Esaias the prophet unto our fathers, Ver.26 Saying, Go unto this people, and say, Hearing ye shall hear, and shall not understand; and seeing ye shall see, and not perceive: Ver.27 For the heart of this people is waxed gross, and their ears are dull of hearing, and their eyes have they closed; lest they should see with their eyes, and hear with their ears, and understand with their heart, and should be converted, and I should heal them.
John 6:64-65 But there are some of you that believe not. For Jesus knew from the beginning who they were that believed not, and who should betray him. Ver.65 And he said, Therefore said I unto you, that no man can come unto me, except it were given unto him of my Father.
Psalm 81:11-12 But my people would not hearken to my voice; and Israel would none of me. Ver.12 So I gave them up unto their own hearts' lust: and they walked in their own counsels.
